MISSION

The Hellenic Center for Defence Innovation S.A. (HCDI) is a novel organization focused on the promotion of dual use technology and defence innovation in Greece. Its main activities include support for research and development of advanced defence technologies, and cultivation of an ecosystem of innovation to meet extant operational needs. This is done in cooperation with organizations, universities, research institutions and private sector companies. It also links internationally with partners to further leverage capabilities and potential. It supports start-ups and SMEs through funding and support for incubators, accelerators and innovation labs. It also contributes to the education and training of defence personnel and researchers, and acts as a technology transfer office, linking military schools, the industry research centers and innovative enterprises with industry.

AREAS OF INTEREST

HCDI focuses on propelling defence and dual-use technologies in Greece providing solutions for the Armed Forces, Security Forces and civil defence needs.

The main activities include:

GOALS

Monitoring and coordination of interstate programs, including the Interstate Integrated Research and Development Cooperation Programs under Article 75 of Law 3978/2011 (A' 137), on behalf of the Ministry of National Defense.

FUNDING

HCDI is funded annually by the Ministry of National Defence.

INSTITUTIONAL FRAMEWORK

The Hellenic Center for Defence Innovation (HCDI S.A) operates under the supervision of the Minister of National Defence. The equity structure comprises 67% ownership by the Hellenic Republic and 33% by the Hellenic Corporation of Assets and Participations S.A. HCDI operates in accordance with Laws. 5110/2024 (Α’ 75) and L.4548/2018 (A’ 104), serving the public interest while adhering to private sector principles. The official name of the company is «Ελληνικό Κέντρο Αμυντικής Καινοτομίας». With the tradename «ΕΛΚΑΚ Α.Ε». Internationally, it operates as “Hellenic Center for Defence Innovation” or as HCDI.
